23.5.2012 University of Oulu and the Ministry of Education and Culture into agreement on goalsThe agreement between the University of Oulu and the Ministry of Education and Culture aims to make Finnish higher education institutes central actors in European higher education and research by year 2020. Education, research and innovation will complement each other and act in close cooperation. The performance agreement between the University and the Ministry of Education and Culture was presented on Tuesday to the University staff. The Ministry expects the University of Oulu to profile itself clearly in its own, internationally high-quality areas. The University is expected to further life-long learning, renewal of society, economy and entrepreneurship, and utilization of research results. The central targets for development for the University for 2013–2016 are:
The University will increase study places in medicine by 22 in 2014 so that there will be a minimum of 149 study places in the field from year 2014. Special class teaching education will begin. Researcher careers will be developed, internationalization will be promoted, and support staff will be regularized. Interaction between management and staff will be improved.
Rector Lauri Lajunen points out that universities will be facing hard times due to the national economy. University funding will decrease through freezing of the university index, founding of the University of Arts, and changes by the ministry to the infrastructure programme. The University of Oulu has improved its results in the past three years in degrees and international external funding. In addition, the University fared well in strategy funding. Rector Lajunen nevertheless expects funding for next year to decrease by 5 million euros from this year. Increase in costs will accelerate the deficit. The deficit will be handled during budget planning in the autumn.
