5.6.2013 Renewal of faculty division and administrative structures on 1 January 2014The structural renewal of the University of Oulu aims at improving the competitiveness, efficiency and communality of the University. The means for achieving this are the dividing of research and teaching according to a new faculty division, engaging the university community in decision making, openness of decision making, improving communication, and making administrative structures lighter and more uniform. Structural renewal has been implemented actions first and in cooperation with units, staff and students. The strategy was renewed first, and actions programmes were written for it. Now in turn to be renewed are the administrative structures and management system so that they will support the achieving of strategic aims. The Board of the University of Oulu confirmed the new faculty division coming into effect from the beginning of next year, the new guidelines for the renewal of administrative structures, and fund allocation principles in its meeting 31 May 2013. There will be nine faculties in the University of Oulu:
Faculties will become, more clearly than before, field of science unities, which are able to implement interdisciplinary research efficiently by for example utilizing and developing research environments. Through a more homogenous faculty structure the faculties will be able to decrease the number of their bachelor's programmes and develop common flexible study paths for different masters’ programmes. The faculties will have a one-tier structure, and the new unit or section division will be confirmed according to faculty proposals on 1 January 2014. Faculty councils will be replaced by new representative faculty boards. A faculty board will include external members who bring expertise to the areas of strengths of the faculty in education and research. The faculty may for example select the composition of the faculty board and the number of external members and also whether it wants to combine the faculty management group and research management group into one actor. As faculty boards open towards the surrounding community, their role is being strengthened as a body making strategic definitions of policy for faculties. In the internal allocation of funds, government funding is divided for profitable units with a slightly amended model by the Ministry of Education and Culture (as in 2013) and in strategic installments. Faculties, focus area units and units conducting national missions may keep their balance surpluses in the transition period. From 2014 on the surpluses of the units are transferred to the common balance sheet of the university for the part exceeding 10 % of the annual basic funding budjet of the unit, unless otherwise agreed in the target negotiations. Financial services, human resources and academic affairs belonging in the Central university administration are concentrated in two secretariats (in Kontinkangas and in Linnanmaa). Central university administration becomes University Services, a name better suited for its functions. Staff of faculties and separate units, whose tasks belong in the financial services, human resources or academic affairs, are transferred in the corresponding areas of University services. In addition, services provided by IT Administration affairs are taken into use on the entire university level (excluding special services required by research).
