-With the advent of small cells the challenge is to solve the problem of traffic offloading in an intelligent manner and with very minimal overhead and signalling. The concept described in the article is based on reinforcement learning, in which small cell base stations learn on their own how to do load balancing between LTE spectrum and WIFI, Bennis explains.
