According to the CNN article, Oulu is among 7 best new global cities for startups, alongside Copenhagen, Zurich and Singapore.

Reports aims at defining "the next Silicon Valley" and is based on the Global Innovation Index, narrowing down the list by identifying "the places that are especially hospitable to companies seeking the mix of talent, curiosity, and risk taking that leads to game-changing new products and services". 

The role of University of Oulu in that success has been highlighted: "Local officials work closely with the University of Oulu and businesses to foster innovation through programs like Xpolis, which connects investors to local startups."
