CEE in Brief - mission, vision, strategy

The essential mission of the Centre for Environment and Energy (CEE) is to be strongly involved in branding Oulu as an eco-innovative city with green economy. Our focus is on air, water, energy and efficiency of resources with measurement technology as a cross-sectional theme. Our vision is to be the number one partner in eco-innovative solutions. Our strategy is to develop a knowledge hub that brings together the fields of environment and energy, thus, creating efficient connections between top experts and research, development and innovation projects (R&D&I projects); and co-operation networks and investors. To achieve our goal, the CEE uses a transparent network of connections where the top research of a chosen field and the business expertise in Oulu can find each other both nationally and internationally. This creates a lasting foundation for co-operation between research and business. Our operational philosophy is based on research programmes and networking which allows for swift and proactive co-operation between research communities and businesses. Through co-operation and joint projects we can develop new expertise and create new business for the world market.  

Management

The University of Oulu carries the main responsibility of the management of the CEE. Other groups within the Oulu Innovation Alliance (OIA) will be involved in the work depending on their own goals and core functions (City of Oulu, VTT Technical Research Centre, Oulu University of Applied Sciences, Technopolis).  The Director of the CEE runs and develops the operations of the CEE according to the principles of the OIA management group and the CEE steering group. The steering group comprises of representatives of the OIA groups; representatives of businesses, as well as representatives of other interest groups and investors. An operative team of responsible persons of agreed projects and non-permanent expert members supports and carries out the work of the CEE Director.

Operating model

The operational philosophy of the CEE is based on research programmes and networking. The operating model is built on the chosen strategic research agenda (SRA) and the common R&D&I programme that has jointly defined areas of focus. The research programme is tightly connected to other research and development programmes. The R&D&I programme was assembled around the project work and the research and development programmes of the University of Oulu; the Oulu University of Applied Sciences (Oulu UAS); VTT Technical Research Centre of Finland and other research centres and businesses. Also involved are already operating clusters SkyPro, Clean Air Cluster; CEWIC, Centre of Expertise in the Water Industry Cluster and CiruCentre, Centre for Industrial Residue Utilization.

The CEE establishes a knowledge hub bringing together the fields of environment and energy creating efficient connections between business expertise, top research; and investors and the R&D&I projects.  A decision is made within two weeks at the CEE whether an innovation will be turned into a project. The strength of the CEE is a single customer interface and an efficient value chain.

The CEE brings together environment and energy in a knowledge hub where the needs of businesses and research organisations meet–proactively, transparently and fast.

Goals, tasks and indicators

Consistent with the goals of the CEE's operating plan, there are main tasks for each year, follow-up indicators and follow-through evaluations. A team lead by the Director of the CEE is responsible for following the tasks through. We will systematically aim to attain our goals through the use of projects, efficient programme structure and networking. This enables proactive, transparent and fast co-operation between research communities and businesses.
