RAE2013 - Research Assessment Exercise 2013 of the University of Oulu

At the University of Oulu, the Research Assessment RAE2013 is carried out in 2013. RAE2013 is strengthening the research communities at the university by aiming to be

  • a constructive
  • a supportive
  • a future-oriented process.

The aim of RAE2013 is:

  • to stimulate the use of multidisciplinary and interdisciplinary research approaches
  • to build larger, innovative and internationally significant researcher-driven functional entities.

RAE2013 outcome will strongly influence the scientific profile of the University of Oulu because

  • research focus areas
  • future developmental directions

will be identified based on the evaluation report. The strongest-performing units in the RAE2013 evaluation will receive long-term strategic financing.

The three panels for the RAE2013 peer review process were formed primarily according to the special research focus areas of the University of Oulu:

  1. Health and Biosciences
  2. Human Sciences
  3. Technology and Natural Sciences.

The Rector Lauri Lajunen has appointed the members of three evaluation panels during the summer 2013. Then the 32 scientific experts in three panels started their evaluation work from July 2013.

The panels will meet at the University of Oulu on the 16th and 17th of October 2013. The university will arrange discussion forums for RC representatives on October 17, 2013 at 10:15 - 12:00. The discussion forums are organised separately for each panel. The meeting rooms:

  • Human Sciences (HS) - IT105
  • Healt and Biosciences (H&B) - IT112
  • Technology and natural Sciences (T&NS) - SÄ118.

During the discussion forum:

  • The panelists can provide their general comments based on assessing the material provided for the evaluation.
  • The panelists can ask specific questions from RC representatives.
  • The RC representatives can ask questions about the evaluation.

PAST EVENTS
 

The RAE2013 process continues as follows in spring 2013:

Bibliometric analyses: The RCs updated the publications from the years 2007-2011 in the SoleCris system of Univ Oulu. The bibliometric analyses are carried out by professionals in the Centre for Science and Technology Studies (CWTS), Leiden University, the Netherlands, and in Oulu University Library in spring 2013. The analyses performed by CWTS are based on standard methods using indicators that have been widely tested and approved. In RAE2013 the bibliometric analysis provides the panelists with the information of the RCs’ scientific quality and scientific significance.

Evaluation panels: Upon registration each RC selected in which panel / panels (Health & Biosciences, Human Sciences and Technology & Natural Sciences) they are evaluated. The members of the panels are selected on the basis of the RCs’ suggestions. Research Services of Univ Oulu invites the panelists, who are nominated in May 2013. The panelists work with the applications from July to September 2013. The panels meet at Univ Oulu in October 2013 when open discussion forums are arranged where the RCs can meet the panelists.

Research Communities' submission of additional evaluation material for RAE2013

Detailed instructions how to organise and submit the additional material by February 28, 2013 has been added on www page RAE2013 registration.

Submission of Principal Investigators' CVs and selected publications & selected publications and most significant competitive external grants of the Research Communities on February 2013:
RAE2013 Steering Group confirm the approval the registered communities in week 7, provided that the RC Heads had done the necessary checks (materials and instructions sent by e-mail to RC Heads in February 1, 3013) and e-mailed the information of changes of RC staff to research coordinator Aija Ryyppö (aija.ryyppo @ oulu.fi) no later than Friday, February 8, 2013.
Detailed instructions for the submission of additional material (CVs, lists of publications, most important competed external funding) are added to RAE2013 REGISTRATION on week 7. The RC Heads can send the material as a one -pdf file (named as RCHead's "Lastname_Firstname-addmat.pdf") to Registration Office of Univ Oulu (kirjaamo @ oulu.fi) after they have got the confirmed approval on week 7.
There will be no specific forms for the material and general instructions can be found from Guidelines for participating Research Communities page 6.

 
49 Research Communities registered by 7 January 2013

Forty nine Research Communities (RCs) registered for RAE2013 evaluation. That means a total of about 2,000 researchers and other members. Thanks' to all for your activity!

In some RCs appeared to be a need for a check:

  • one RC was too small,
  • one RC was too large and
  • there were not-allowed duplicate registrations of the staff in some RCs.

RAE2013 Steering Group approved the registered communities January 30, 2013, provided that the RC Heads make the necessary checks (materials and instructions sent by e-mail to RC Heads in February 1, 3013) and e-mail the information of changes in RC staff to research coordinator Aija Ryyppö (aija.ryyppo @ oulu.fi) no later than Friday, February 8, 2013.

In addition, UniOGS's coordinators will verify the UniOGS membership of doctoral students by February 8, 2013. Research Coordinator will contact the RC Head, if the doctoral students are not UniOGS members or have not applied for membership by January 7, 2013. The job title of the persons in question should be changed according to their task or position.
 

 RAE2013 Bibliometric Analysis - an important note for Research Communities (RCs)

The RCs can still update the publications from the years 2007-2011 in the SoleCris system of Univ Oulu by the ABSOLUTE deadline of January 25, 2013. When entering publications still missing from the years 2007-2011 use 2015 as publication year and registration year. The actual year of publication must be included in the field “additional information”. Additions to SoleCris after the deadline are not taken into account in the bibliometric analysis. Registration of the Research Communities to RAE2013 (1st step)

The www page for registration opens in http://www.oulu.fi/english/RegistrationRAE2013 on December 1, 2012. Deadline for the registration is January 7, 2013 at 3 pm (local time). The registration forms should be sent to the Registration office (kirjaamo@oulu.fi) as e-mail attachements. Drafts of the registration forms can be found in "INFO BANK".

NOTE! The scientific publications of Research Communities (2007 - 2011) should be updated to SoleCriss by December 21, 2012.

To speed up the Library's review of old publications the actual year of publication must be included in the field “additional information”. Publication and registration year must still be 2015. The RAE2013 assessment only covers the publications from the years 2007-2011. The Library will not at this point correct or add data about publications published in 2006 or earlier to the database "Oulun yliopisto tutkii" (SoleCRIS).
