Finnish Higher Education Evaluation Council (FINHEEC) has selected the Department of Educational Sciences and Teacher Education in Oulu as the Centre of Excellence in Finnish university education for 2010-2012.

The selection process comprises two stages:
Stage I:
written applications
Stage II: interviews
A written application includes:
a) completed, printed and signed online application form
b) necessary attachments (see below)
c) two reference letters (sent directly by the referees, NOT by the
applicants)
Please follow the instructions given on the online application carefully. After completing the online application, it needs to be printed, signed and sent together with the necessary attachments to the address: University Admissions

Bachelor's degree certificate
Please attach an officially certified copy of your Bachelor's degree certificate or an official certificate stating projected completion date (must be by 31 July 2012).
Where a language other than Finnish or Swedish is used in the certificate, please include a translation in English (by an authorised translator).
University transcript indicating the grading system of the institution
Please attach an academic transcript of your Bachelor's studies. It must be an original transcript from the institution or an officially certified copy.

A copy (copies) of other degrees/studies completed
Please attach officially certified copies of other degrees or studies you have finished/you finish before 31 July 2012.

- All copies must be officially certified (legalised), i.e. they must bear the stamp and signature of an official entitled to attest documents:
a notary public, a commissioner of oaths or an authorised university official
from the university which granted the original certificate, etc.
- The University of Oulu does not attest any documents or photocopies.

University Admissions office does NOT have visiting hours.
Applicants selected for an interview will be informed latest on Friday 16 March 2012 by email. The interviews will take place from Wednesday to Friday, 11 - 13 April 2012.
If unable to attend the interview in person, applicants residing outside Finland will be interviewed via telephone. The telephone interviews will be recorded and recordings may be used at a later stage in cases of uncertain identity.
Stage I: Written applications (max. 18 points)The written applications will be evaluated on the basis of the following criteria:
- The level and the relevance of the applicant's overall study record in the completed Bachelor's degree (0-6 points)
- The quality of the applicant's Personal Statement* (0-6 points)
- The quality of the applicant's Research Intent* (0-6 points)
* Personal Statement and Research Intent are included in the online application form.A maximum of 60 applicants will be selected to take part in the second stage (interview) on the basis of the above mentioned criteria.
The references and the CV do not accumulate points. Their purpose is to provide background information for the interviews.
Stage II: Interview (max. 10 points)
The final selection is carried on the basis of the interview in English. (0-10 points). In order to be selected for the programme, applicants must obtain at least 5 points from the interview.
There will be 20 students selected to the Master's programme according to the points from the interview. If two or more applicants score the same number of points, their order shall be determined on the basis of the relevance and the level of the applicant's overall study record in the Bachelor's degree.
The purpose of the individual interview in English is to establish the applicant's aptitude for educational work, ability to discuss the content areas of the programme, motivation and the relevance of their research topic. An effort is also made to establish the applicant's social skills and language skills in English. The time reserved for interviewing each applicant is about half an hour.
The results of the selection will be published on Wednesday 25 April 2012.
The names of the admitted students (and those admitted to the waiting list) will be posted on the notice boards of the Faculty of Education at the University of Oulu. Those admitted as students and those put on the waiting list will also be notified of the results by e-mail and post.An applicant is entitled to be given details of how the comparative index was calculated in his/her particular case. The department's office will respond to any inquiries on the results. Any appeals shall be delivered in writing to the Faculty Office within 14 days from the publication of the results.

A non-EU citizen who is granted admission to study in this Master's programme needs to apply for a residence permit before coming to Finland.
In order to get a residence permit, students must have a secure means of support during their stay in Finland in the form of a scholarship, grant or other funds. Students must be able to prove that they have at their disposal at least 500 euros a month or 6000 euros for a year.
Any student who submits a residence permit application must attach details of their comprehensive health insurance cover to their application. Comprehensive insurance cover means insurance which includes the types of treatment and costs that are covered by municipal health care services and the health insurance system. It is a precondition for obtaining a residence permit that the student has valid health insurance cover with a reliable and solvent company or institution.
For studies of less than two years in duration, a student must have private insurance which primarily covers the costs of medical treatment up to 100,000 euros (cost level in 2007).
Where the duration of the studies is two years or more, a student will usually have a home municipality in Finland and is therefore entitled to municipal health care services. In such cases, it is sufficient for the insurance to primarily cover the cost of medicines (in practice the cover extends to doctor's fees and costs of treatment and examination), up to 30,000 euros (cost level in 2007).
A student must have insurance cover when applying for a residence permit as without it a residence permit cannot be granted. In principle a residence permit cannot be issued for a period exceeding the period of the insurance cover.
A student must self-finance his or her stay in Finland during the study period. Persons who come to Finland solely for the purpose of studying are not entitled to the Finnish study grant.

EU citizens must register their right to reside in Finland at a police department, if their stay lasts for longer than three months. Citizens of the Nordic countries (Sweden, Norway, Denmark and Iceland) are registered at a Register Office if they stay in Finland longer than six (6) months.
The requirements for an EU student's right to reside in Finland are as follows:
the main reason for the stay in Finland is to study at a Finnish educational institution,
the student has sufficient means to support his or her stay in Finland during the studies.An EU student may provide proof of funding in any way he or she chooses. Students from Nordic countries do not need to provide proof of funding.
The student must self-finance his or her stay in Finland during the study period. The Finnish government does not provide funding for an EU citizen to stay in Finland, nor does it cover expenses for medical care for such a person. Persons who come to Finland solely for the purpose of studying are not entitled to the Finnish study grant.
