Financial aid from the state of Finland
Financial aid is available for full-time study in an institution of higher education. The amount of financial aid affected by your income and sometimes also by your parents’ and your spouse’s income.
If you are not a Finnish citizen, you may be entitled to financial aid for education in Finland if
- you are registered as a permanent resident of Finland in the population register system and
- your primary purpose for residence in Finland is something other than education (for example, work, family ties or return migration).
You can find out more about the eligibility criteria and application process from the Social Insurance Institution of Finland, Kela. If you are in Finland for the express purpose of attending school, you are not eligible for financial aid from Finland.
The financial aid for students in Finland is managed by the Social Insurance Institution of Finland, Kela. Universities and Kela have an agreement by which each university handles the applications and makes the decisions concerning their students for Kela. In the University of Oulu the matters pertaining to Financial Aid are dealt with in the Student Services office (KE2010).

Meal Subsidy
By presenting a valid student ID or a meal subsidy card issued by the Student Financial Aid (Student Services), you can get a student discount in subsidised student restaurants. Kela pays the difference between the full price and the discount price to the operator of the restaurant. The maximum price for a subsidised meal is currently EUR 2,60 (March 2010).
