Proposal: Joint organisation of University of Oulu’s and Oulu University of Applied Sciences’ service functions begins

The Boards of Directors of the University of Oulu and the Oulu University of Applied Sciences (Oamk) will discuss the organization of service activities at both institutions on September 5. The aim is to provide common and consistent internal services as widely as possible. The proposal is based on Oamk's move to the Linnanmaa campus and the university becoming the majority owner of Oamk in June 2018.

The service activities for both organizations include education and research support services, library, facilities and security, IT, finance, HR, communications and administration. There are in total 479 persons working at the service functions at the University and 179 at Oamk. New ways of organizing the service functions have been conceived in ten working groups with representatives from both institutions during the spring 2019.

The proposal has no aim to reduce staff. However, the possible reorganization of the services will have an impact on the personnel and work tasks, which is why the University and the University of Applied Sciences are proposing to start cooperation negotiations under Chapters 6 and 7 of the Act on Co-operation within Undertakings. The negotiations will cover the organization of the services and the possible change of employer for some employees.

The aim is to start operating in the service functions organizations on 1.1.2020.

Most of the Oamk operations will move to the Linnanmaa campus by August 2020. The social and health sectors remain at Kontinkangas, where they also operate close to the faculties of the University.
