The University of Oulu participates in the #Häirinnästävapaa Suomi campaign (Harassment-free Finland). As a part of the campaign, in May 2018 the graduate and post graduate students at the University of Oulu were sent a questionnaire concerning their experiences of harassment and bullying at the University.
A total of 510 students submitted replies to the questionnaire, of which 412 were graduate students and 98 post graduate students. Of all the respondents, 82 per cent had never experienced bullying or harassment at the University. Of the students who had experienced bullying or harassment, 19 persons considered the bullying or harassment situation to be acute, and the situation had not yet been handled appropriately. Out of all the reported cases of bullying and harassment, 75 per cent involved mental violence, 33 per cent sexual harassment, and 6 per cent physical violence or a threat thereof.
58 per cent of the respondents had not told anyone about their experiences, whereas 42 per cent had discussed the matter with another party. In 64 per cent of these cases, the respondents felt that the bullying or harassment had continued despite the report.
The main reasons for not telling anyone about the incident were:
1. I was afraid I might get into trouble (28 pcs),
2. I thought I would not be taken seriously (23 pcs) and
3. I did not know who to contact to resolve the situation (22 pcs).

Based on the survey results, the university management has decided that the results shall be examined in the different bodies and faculties of the university. The university has adopted a more active stance towards increasing awareness and developing measures to combat bullying and harassment.
The university will adopt a procedure of submitting an announcement of experienced bullying/harassment, with which a student or employee can submit a request to process an experienced bullying or harassment situation in accordance with the operating model of the University of Oulu.
The University of Oulu participates in a campaign promoting equality and non-discrimination initiated by the Confederation of Finnish Industries. According to the campaign: "In a truly equitable Finland, equality should be self-evident. Discrimination should not hinder anyone’s employment or success at work. Non-discrimination benefits the Finnish society as a whole, as Finland cannot afford to lose any skilled and capable workers."
Training related to the university’s operating procedures is organised for employees who hold a key position in the process. In addition, during the wellbeing week, on Thursday 11 October, the university holds an open event, offering a possibility to discuss matters such as the university’s operating model.
