Citizen’s expectations for high level of public services and rising amount of state taxes have increased pressure to increase efficiency of public services. This need is highlighted aging of the people. On the other hand, efficiency of infrastructure industry has stalled behind compared to other fields of industries. One of the reasons is seen that infrastructure’s contractors and client are focusing manageability of costs in projects, not customers desired needs.

This doctoral dissertation examines urban areas road maintenance model and how it affects development of service. How to choose suitable maintenance model, what are achieved results and how to develop co-operation between contractor, client and service users during the contract.
The actual subject under research were model which would improve economic efficiency of urban areas
maintenance. Study exams how Performance Specified Maintenance Contract affects to urban areas
maintenance quality, economic efficiency. Study also brings up co-operation with clients and improving service quality through it.

Study examines city of Oulu urban areas contracts since 2003. City of Oulu has aimed better economic efficiency and maintaining good quality in urban area maintenance. City has opened maintenance market for private companies. One goal has been also improving its own production. From 2003 to 2018 city has followed annually both private companies and own productions results. Therefore, city of Oulu has gathered data from long time. Study shows that through Performance Specified Maintenance Contract in urban area maintenance you can improve economic efficiency and achieve good level of quality.
