Tutkimusohjelmassa on kolme teemaa. Ohjelmaan on valittu vuosiksi 2012 -2015 tieteellisen arvioinnin perusteella 13 ryhmää. Ryhmät saavat osan rahoituksestaan Thule-instituutin tutkimusohjelmasta. Nämä tutkimusohjelman ryhmät toimivat yliopiston laitoksilla.
Tutkimusohjelmassa on mukana myös instituutin tutkijoiden johtamia määräaikaisia tutkimusryhmiä, jotka toimivat Thule-instituutissa.
