Property strategy work

The property strategy work was initiated in autumn 2024 by a decision of the Board of Directors of the University of Oulu.

During spring 2025, in the information-gathering and needs assessment phase, several workshops and group interviews were organized within faculties and other units for different user groups, and specific requirements of different user groups were mapped.

For the Kontinkangas campus, the previously started needs assessment was continued as part of the property strategy work.

In addition to the needs assessment, the strategic work examined, among other things, population forecasts, property costs, and ownership models, which may include leasing or construction for the university’s own balance sheet.

During autumn 2025, the property strategy work approved by the Board of Directors of the University of Oulu in June, was continued by refining and validating all three scenarios, particularly regarding space requirements and costs.

The University Board of Directors approved the university’s property strategy at its meeting on June 10, 2025, and on November 25, 2025, selected the single-campus scenario at Kontinkangas for further development.

During 2022, the University of Oulu carried out long-term vision work of the campus complex. The aim was to examine the conditions for creating a coherent campus area for the University of Oulu's Oulu-based activities, gradually over the next 25 years.

The 15-member campus vision working group included university staff from each faculty, students and representatives from various service units. The scenarios were developed on the basis of a campus survey of the future carried out in the spring 2022, gathering about 500 responses, and by consulting experts in various fields.

The campus vision working group created three future campus scenarios: Campus as a City, City as a Campus and World as a Campus. The group presented its final report to the University Board of Directors at the campus vision seminar on 13 December 2022.
