The board decided on grants for international degree programmes and the transfer of Oamk's Academic Affairs services

At its meeting on 24 September 2025, the Board of Directors of the University of Oulu decided on the scholarships scheme for international degree programmes and the transfer of business of Oulu University of Applied Sciences' (Oamk) Academic Affairs services to Oulu University of Applied Sciences Ltd. In addition, the Board of Directors approved the updated Rules of Procedure for Finances.

The board decided on a scholarships scheme for international degree programmes, which applies to students starting their studies in autumn 2026 and later. From 2026 onwards, tuition fee revenue must cover the costs of organising education for students liable to tuition fees, which also includes scholarships given to students. The scholarships scheme is built to support students' commitment to their studies.

The scholarships consist of an early-bird discount for the first year of study, which the student gets by paying the tuition fee by a specified lower-rate deadline, and a tuition fee reduction in the following years based on the progress of their studies. The faculty-specific discounts are decided by the vice rector for education based on the faculty's proposal, and they take into account the requirement of full coverage.

The board decided that the Academic Affairs services of Oamk will be transferred from the University of Oulu to the Oulu University of Applied Sciences Ltd as of 1 January 2026. The change applies to Oamk's local services, admission services, student admissions services, continuous learning services, mobility services and sports services, which the University of Oulu has provided to Oamk since February 2020. As a result of the decision, a total of 35 university employees will transfer to Oamk at the turn of the year.

The board approved an updated Rules of Procedure for Finances, which specifies responsibilities and rights, among other things. The euro-denominated limit for small-scale procurements has been raised to EUR 60,000, which corresponds to the tendering limit of the Act on Public Procurement and Concession Contracts.

The board approved the University of Oulu's commitment to the IPR agreement for the NATO SPS programme project and authorised the rector to sign the agreement with the three other universities involved in the project. The funding allocated to the University of Oulu is approximately EUR 300,000.

In addition, the board was informed of a cyber security report that discusses the current state of the University's cyber security, the most significant information security incidents and future development targets.
