Accessibility statement - oulu.fi online service
The University of Oulu's oulu.fi online service is subject to the Act on the Provision of Digital Services and the EU Accessibility Directive, which require public online services to be easily accessible. Their requirements apply to the oulu.fi online service as of September 23, 2020.
The Oulu.fi online service was published for the main website in 2011, after which the online service has been continuously renewed in stages, both in structure and in 2016 in terms of layout.
The upgrade of the online service will continue and will be completely renewed during 2020-2021. The online service will be reformed by the faculty and unit as well as service at a time to meet the AA level of the WCAG 2.1 criteria.
For the time being, all content of the Oulu.fi online service does not fully meet the accessibility requirements target level.
Preparing the accessibility statement
This accessibility statement was prepared on 22.9.2020.
The statement is based on an internal evaluation of the accessibility of the online service. The online service will be completely renewed during 2020-2021 and an external evaluation of the new online service will be carried out.
The state of accessibility of the online service (According to WCAG criteria)
This online service does not meet all the requirements of WCAG 2.1 Level AA. Non-compliance with requirements and applicable exceptions are listed below.

We are aware of the failings in the accessibility of the service. Accessibility deficiencies apply not only to text and image content, but also to files, videos (embedded) or other media content uploaded to the service.
The deficiences of the online service in terms of accessibility will be updated to meet the requirements as the online service is renewed during 2020–2021.
1.1 Text Alternatives
The service does not provide the required text alternatives for some visual elements such as buttons and icons.
Some of the images, videos and links contained in the service are missing a text alternative or the text alternative is the same as the title or file name.
1.2 Time-based Media (1.2.2 Captions (Prerecorded))
Videos or audios provided in the service are missing captions.
1.3 Adaptable (1.3.1 Info and Relationships)
The accordion element used in the content of the service is not marked correctly. The title of the accordion is not marked as a button and there is no indication of the opening of the accordion and its status (opened / closed).
In some content in the service the headings jump over the heading levels or the titles are not in a hierarchical order.
The pages are missing an entry of the H1 heading level.
In some content in the service the title is not marked as a title element.
1.4 Distinguishable (1.4.1 Use of Colour, 1.4.11 Non-text Contrast, 1.4.3 Contrast (Minimum))
In some cases, the contrast ratio between the text contained in the service and the visual representation of the images representing the text is insufficient.
The service uses visual elements with color combinations that do not fulfil the minimum requirements for contrast. An example of this include buttons with the blue background color and white text inside.
2.1 Keyboard Accessible (2.1.1 Keyboard)
The service has parts that cannot be accessed with the keyboard.
2.4 Navigable (2.4.1 Bypass Blocks, 2.4.3 Focus Order, 2.4.5 Multiple Ways)
The service lacks comprehensive support for various navigation methods and the ability to locate one web page among the set of web pages.
The breadcrumb path is provided only in part of the service.
The object and purpose of the links do not describe the context clearly enough.
Content titles are not clear and consistent.
Content of the service can be localised with search. However, the search is not completely accessible and all of the content is not accessible via the search (thesis, contact information).
3.1 Readable (3.1.1 Language of Page, 3.1.2 Language of Parts)
In some parts of the service, the language of the content does not match the marked language or in addition, contains another language that is not marked.
3.3 Input Assistance (3.3.3 Error Suggestion)
The search function does not guide or assist the user in the case of incorrect searches.
The user is not provided with instructions when the search returns no results.
4.1. Compatible (4.1.2 Name, Role, Value)
All of the user interface components of the service cannot be used programmatically due to lack of aria labels, among other things.
