Apply transfer to University of Oulu
The next transfer application period for English-taught programmes is 2 -16 November 2026. Application period begins at 8.00/ 8am (GMT +3) and ends at 15.00/ 3pm (GMT+3).
The transfer application is aimed at students enrolled in Bachelor's degree studies leading to a Finnish higher education degree in University and who wish to transfer their study right from one Finnish University to University of Oulu or within University of Oulu from one degree programme or major to another.
University of Oulu does not currently admit transfer students from foreign higher education institutions or from University of Applied Sciences.
You must have a valid right to study and be registered as either an attending or non-attending student at the university from which you are transferring. The right to study to be transferred must be clearly expressed in the application phase.
You can apply transfer to University of Oulu twice a year. Application period is organized in Autumn and Spring. Applications are made online at www.studyinfo.fi.
University of Oulu accepts transfer students to the following four international programmes:
- Transfer application, Computer Science and Engineering, Degree Programme in Computer Science and Engineering, Bachelor and Master of Science (Technology) (3 years+2 years)
- Transfer application, Electronics and Communications Engineering, Degree Programme in Electronics and Communications Engineering, Bachelor and Master of Science (Technology) (3 years+2 years)
- Transfer application, Software Engineering and Information Systems, Degree Programme in Software Engineering and Information Systems, Bachelor and Master of Science (3 years + 2 years)
- Transfer application, International Business Management, Degree programme in International Business Management, Bachelor and Master of Science (Economics and Business Administration) (3 years + 2 years)

All applicants must prove their English language proficiency. The following gives you the detailed rules concerning the language requirements.
Tuition fee is charged from the non-EU/EEA students studying in the English degree programmes and who do not hold a Finnish residence permit that gives the exemption from tuition fees.
The exemption from the tuition fee is given in the following cases:
- non-EU/EEA citizens studying in the Finnish degree programmes
- Citizens of EU/EEA countries or Switzerland or family members of such persons
- Persons who have:
- an EU Blue Card
- continuous (type A) residence permit in Finland. Please note that from the spring 2022 onward the legislation has changed and the new students applying for student visa will receive continuous residence permit A based on their study place (previous residence permit B). This permit, however, will not give exemption from the tuition fee. The grounds for the permit are stated in the card (student).
- permanent (type P) residence permit in Finland
- an EU residence permit for third-country citizens with long-term residence (type P-EU) in Finland
- EU Family Member's Residence Card in Finland
- Brexit permit
If you are admitted based on your transfer application in Spring intake your new study right begins on 1 August and the former right to study will expire at the end of the term preceding the transfer, on 31 July.
If you are admitted based on your transfer application in Autumn intake your new study right begins on 1 January and the former right to study will expire at the end of the term preceding the transfer, on 31 December.
If you accept this study place, your previous rights to study towards higher education degrees at the same or a lower level will end. More information about the one-study-right rule.
However, the one-study-place rule does not apply to transfer applications. This means that you can accept a study place for example from transfer student application and from joint application. Please note, however, that in such case only the most recently accepted study right will remain valid, because all of your previous study rights will be terminated when a new study right is accepted.
