University of Oulu tuition fees and scholarships for international applicants

Tuition fee is charged from the non-EU/EEA students studying in the English degree programmes and who do not hold a Finnish residence permit that gives the exemption from tuition fees.

The exemption from the tuition fee is given in the following cases:

• Citizens of EU/EEA countries or Switzerland or the family members of such persons who have a residence card for a family member of an EU citizen in Finland
• permanent (type P) residence permit in Finland or the family members of such persons who have a residence card for a family member of residence permit P holder in Finland
• a long-term resident’s EU residence permit for third-country citizens (type P-EU permit) in Finland
• a residence permit based on temporary protection
• an EU Blue Card in Finland
• Right of residence under the withdrawal agreement (Brexit residence permit)
• continuous (type A) residence permit in Finland IF it is granted on the basis of employment AND if the applicant’s first residence permit in Finland was not granted on the basis of studies

• continuous (type A) residence permit in Finland based on family ties IF the first residence permit of the family member was not granted on the basis of studies

Early Bird discounts are available for selected degree programmes. The discount is granted if the tuition fee is paid within three weeks of the admission results being published. Although you do not need to confirm your study place before making the payment, we strongly recommend doing so. Once you have confirmed your study place, you can register for the academic year and begin making other preparations for starting your studies.

Tuition fee waiver scholarships are available from the second year onwards. The scholarship is awarded based on successful progress in studies. To be eligible, students must complete at least 60 ECTS credits during the preceding academic year in accordance with their approved study plan, including the required Finnish language studies, which differ in scope between degree programmes.
The table below shows the tuition fee waiver percentage available for each master's programme.

Applicants of specific programmes (please see the list below) can apply for a limited number of Nokia Scholarships of 3,000 euros each. The scholarships are intended to fast progressing in master’s studies in System-on-Chip and Radio Frequency related courses in the curricula.

1. The scholarship is offered to a limited number of talented, accepted applicants in following Master’s programmes:

   1. Computer Science and Engineering (Computer Science and Engineering)
   2. Electronics
   3. Wireless Communications and Engineering
   4. Sustainable and Autonomous Systems

   Please note that all applicants, also those required to pay tuition fees, can apply for this scholarship.

• Student has been accepted conditionally, and conditions are not fulfilled (study right is cancelled).
• Student relinquishes their right to study during the registration period.
• Student receives a negative residence permit decision and cannot enter the country, and therefore cannot carry out their studies nor has not gained any study credits during the academic year. Remotely started studies and even minor credits prevent the start of refunding process.
• A student’s residence permit status changes before the end of the registration period such that they are no longer liable for payment and the student has presented their new residence permit card before the end of the registration period.
• Education, to which a student has been accepted, will not be arranged or in so-called force majeure–situations.
• In the case of a delayed decision by the Finnish Immigration Service (obligation to demonstrate).
• If you register as absent during your first academic year for one of the reasons specified in Section 39 of the Universities Act (558/2009):

  1. Service under the Conscription Act (1438/2007), Non-Military Service Act (1446/2007), or Act on Women's Voluntary Military Service (194/1995).
  2. Parental leave related to the birth or adoption of a child (53/2022).
  3. Inability to begin studies due to a personal illness or injury (325/2015).

N.B. Should there be any study credits during the academic year, online or present, tuition fee is not refunded.

Refunding of tuition fees will be carried out in full with the exception of any possible banking or service fees. Tuition fees are returned to the payer (e.g. sponsors). Otherwise, confirmation that the return can be made to another receiver is required. Tuition fee payment and refund issues belong to responsibilities of the faculties.
