The university board selected the campus scenario for further development, approved the career model for teaching-focused positions, and decided on the duties of the Faculty Boards

At its meeting on 25 November 2025, the Board of Directors of the University of Oulu selected the campus scenario to be further developed as part of the university’s property strategy and approved updates to the University Regulations. These updates introduce a career model for teaching-focused positions, specify the duties of the Vice Rectors, and make changes to the duties of the Faculty Boards.

As part of the university’s property strategy work, three alternative campus scenarios were explored. The Board selected the single campus scenario for the Kontinkangas campus for further development. According to previously established evaluation criteria, this scenario offers the most promising foundation for the university’s future facilities. Read more about the selected campus scenario.

Career model for teaching-focused positions

The introduction of the career model for teaching-focused positions aims to support the goals of the university’s strategic development path in education, increase the commitment of talented teaching staff to the University of Oulu, and enhance the appeal of teaching-focused roles.

The following positions are included in the model: Leading University Lecturer and Leading Clinical Teacher, Senior University Lecturer and Senior Clinical Teacher, University Lecturer and Clinical Teacher, as well as University Teacher. The aim is to implement the model during 2026.

At the same time, changes were made to the qualification requirements and assessment criteria for research-focused positions. These decisions are based on the need to ensure the implementation of responsible researcher evaluation at the University of Oulu. The descriptions of the qualification requirements for research-focused positions were also revised to ensure that they are comparable in scope to those of teaching-focused positions.

Updating the responsibilities of Faculty Boards

The updated duties of the Faculty Boards are as follows:

  • The Faculty Board supports the faculty leadership in the management of operations and finances.
  • The Faculty Board monitors the faculty’s activities and finances.
  • The Faculty Board participates in the strategic development of the faculty in cooperation with the faculty’s management group.
  • The Faculty Board nominates the faculty’s candidates to the Equality and Diversity Committee.
  • The Faculty Board nominates the faculty’s candidates to the Research Council, Education Council and Council for External Relations.
  • The Faculty Board grants honorary doctorates and the title of docent.

In addition, the Board decided to continue the preparation in a way that the role of the Faculty Board in the selection of the Dean will be assessed as part of the leadership system.

Updates to Vice Rectors’ duties

At its meeting on 25 March 2025, the Board discussed the reporting responsibilities of Deans within the university’s management system and decided that, as of 1 June 2025, Deans will be accountable for their operations and report directly to the Rector. At the 25 November 2025 meeting, the Board updated the University Regulations regarding the duties of Vice Rectors to align with this earlier decision.

Also during the meeting:

  • The Finance Committee reported on its work to the Board.
  • The Board received an overview of the university’s risk management.
  • The Board was briefed on the progress of the university’s strategy implementation.
