Study right and passive register

Doctoral researchers are obligated to register at the University annually in order to be able to exercise their right to study. The doctoral study right is valid until the completion of the degree.

Study right and annual registration

The doctoral study right is valid until the completion of the degree, unless the doctoral researcher wants to give up the right to study earlier. "Renouncement of right to study" form can be filled in the Eforms system.

Doctoral researchers must register at the University annually in the OILI online service. More information and the registration periods can be found at university's For students pages. Registration fees or annual tuition fees are not collected from doctoral researchers.

Passive register

Passive register applies to all levels and degree programmes of the University (University of Oulu Education Regulations § 11). Doctoral study right is declared passive if there are no registered study attainments during the past two consecutive academic years, or if the doctoral researcher has enrolled as absent, or neglected to register at the University, for the past two academic years. The past two academic years refer to the academic year when the check for passive study rights is made, and the academic year before that. The doctoral researcher can reactivate the study right in passive register by following the instructions below.

Instructions on how to avoid transferring to passive register

If you have received an email notification that your doctoral study rights will be transferred to passive register as of 1 August, you can avoid this by choosing and acting according one of the following options by 31 July:

Add the missing study attainment (e.g. scientific meeting or other study) to your PSP as personal study unit and ask your principal supervisor to accept the study and confirm the number of credits to the Graduate School (uniogs@oulu.fi). The attainment must have been completed within the last two academic years.
Gain credits from a study. Organize a follow-up group meeting (gives you a 0 ECTS marking) or complete another study for your doctoral degree.
Ask your principal supervisor to send a short statement of your activity in doctoral studies and progression of research to uniogs@oulu.fi.

How to reactivate the study right?

Reactivation of study right

A doctoral researcher who has not registered by the deadline, but wants to continue to study, must first apply for activation of the right to study. During the reactivation process, a doctoral researcher is obligated to pay a re-registration fee (50 euros), instructions will be sent separately during the process.

Reactivation of study right in passive register

A doctoral researcher, who is in passive register, also has to check from the study system, if your follow-up group has been nominated and/or doctoral training plan accepted. The state of your studies determine which passive register instructions you have to follow (see below). If you are unable to access study system (Peppi), please contact: uniogs(at)oulu.fi

Note! If the study right has been granted before 1 August 2011, the research plan accepted by a faculty, or department, is no longer valid. The research plan must be updated and accepted as part of the Doctoral Training Plan.

Discuss with your supervisor about the plans for your research and studies, and their schedules.
Write your Doctoral Training Plan (research plan, career plan and Personal Study Plan), which must be approved by your supervisor. Make sure that your updated PSP conforms to the study requirements for your degree programme. Please find the links for how to prepare a Doctoral Training Plan and for study requirements below.
Arrange a meeting with your follow-up group, during which the follow-up group will recommend approval of the Doctoral Training Plan and the reactivation of the doctoral right. The chair of the follow-up group fills in the report form (1. Follow-up point).
The chair of your follow-up group sends the approved Doctoral Training Plan (research plan, career plan and Personal Study Plan) and the follow-up group report to uniogs (at) oulu.fi, principal supervisor and the doctoral researcher.
Fill in the Reactivation of study right form in the Eforms system.
In the system, attach the approved Doctoral Training Plan and the follow-up group report (the two above-mentioned documents).
The decision to reactivate the study rights is made by the Chair of the doctoral programme committee.
Following a positive decision to reactivate the doctoral study right, the doctoral researcher must register in the OILI online service for the ongoing academic year.
Update your PSP in the Peppi system and submit it to your UniOGS coordinator.
The Doctoral Training Plan is accepted in the Graduate School and the 3 study credits for the Doctoral Training Plan (920012J) will be recorded in the study register.

Doctoral Training Plan has not been accepted

Discuss with your supervisor about possible members of your follow-up group.
Proposes the follow-up group with the form available in the eForms service. Note that the consents e.g. by e-mail from all members are required as an attachment.
