Elsa Culler

Coordinator of the Digital Waters PhD Pilot program. The program involves 65 doctoral researchers from around Finland, who are studying topics related to improving decision-making in water-related areas. The doctoral-level research spans many programs and disciplines related to water, including hydrological sciences, water resources management, environmental engineering, computer science, social science, public health, and water law.

Dr. Culler is involved in a range of special courses, training opportunities, and program evaluation tasks for the PhD Pilot. Her background is in physics-based hydrological modeling, cascading natural hazards, remote sensing, and earth and environmental data science.
