Dr. Oxana Gisca addressed evolving challenges in countering terrorist financing at NATO conference
Organized by NATO’s Centre of Excellence Defence Against Terrorism (COE-DAT), the conference provided a platform for exchanging knowledge and perspectives on contemporary challenges in counter-terrorism.
In her presentation, Dr. Oxana Gisca, who also serves as President of the Conference of the Parties to the Council of Europe’s Warsaw Convention, examined the evolution of international standards and legal frameworks for combating terrorist financing. She highlighted the importance of the mechanisms established under the Warsaw Convention and its recently adopted Additional Protocol in strengthening the prevention, detection, and investigation of terrorist financing.
Dr. Gisca also contributed to a panel discussion titled “Following the Money: Countering Terrorism Financing in a Changing Security Landscape”, which explored how emerging technologies, innovative business models, and digitalization are transforming the terrorist financing landscape. The discussion addressed the adaptability of terrorist financing networks, the misuse of new technologies for illicit purposes, and the need for regulatory and operational responses that can keep pace with these developments.
The panel also examined how changing geopolitical dynamics influence terrorist financing risks. Discussions emphasized the importance of international cooperation, information sharing, and strategic risk assessment in responding to increasingly interconnected security threats.
