TRANSITOR

TRANSITOR provides place-based evidence and policy recommendations to strengthen the resilience of Europe’s critical physical and digital transport infrastructure. It identifies vulnerable nodes and corridors, examines territorial and governance capacities, and develops practical responses to climate, geopolitical, cyber and hybrid risks.

Project description

European transport networks rely increasingly on digital communication, navigation and control systems. This growing interdependence creates new vulnerabilities: disruptions affecting digital services can interfere with transport operations, supply chains, emergency response and access to essential services. The capacity to anticipate, withstand and recover from such disruptions also varies between European regions.

TRANSITOR, Territorial Outlook on the Resilience of Critical Transport Infrastructure across European Regions, examines the resilience of critical physical and digital transport infrastructure. It identifies vulnerable transport nodes and corridors, analyses how territorial characteristics and governance capacities shape resilience, and develops place-sensitive policy recommendations for European, national, regional and local authorities.

The University of Oulu contributes particular expertise in digital transport infrastructure and the resilience of interconnected transport, communication and positioning systems. Its work includes case studies on subsea cable damage and interference with Global Navigation Satellite System (GNSS) signals in the Baltic Sea region. These studies examine how disruptions to critical digital infrastructure can affect transport operations, connectivity and regional resilience.
