Dr. Oxana Gisca re-elected President of Council of Europe Warsaw Convention monitoring body
Dr. Oxana Gisca, Postdoctoral Researcher at the Martti Ahtisaari Institute (MAI), was re-elected as President of the Conference of the Parties to the Council of Europe Convention on Laundering, Search, Seizure, and Confiscation of the Proceeds from Crime and the Financing of Terrorism during its 17th meeting in Strasbourg.
The Warsaw Convention remains the first and only comprehensive international framework dedicated to criminal asset recovery, and is supported by 39 States Parties, with several additional signatories, including Finland and the European Union, moving toward ratification. At the Convention’s 20th anniversary session, a new bureau was appointed, with Dr. Gisca continuing as President and joined by members from the Netherlands, Slovenia, Latvia, and the United Kingdom.
During her new two-year mandate, Dr. Gisca will lead intergovernmental policy discussions and strengthen cooperation between regulators, practitioners, and academia. Her continued appointment highlights MAI’s contribution to advancing good governance, evidence-based policy, and global collaboration.
