Martti Ahtisaari Institute engages in high-level dialogue with the Royal Monetary Authority of Bhutan
Representing the Institute, Dr. Oxana Gisca contributed academic expertise on regulatory governance, institutional cooperation, and risk-based supervision. Discussions with the Governor and Deputy Governor focused on how the EU can support Bhutan in preparing for its 2027 APG Mutual Evaluation.
The Institute’s involvement brought a research-based perspective to the dialogue, complementing its technical and policy focus. Dr. Gisca’s contribution helped contextualize Bhutan’s AML/CFT priorities within global regulatory trends and ensured that the cooperation roadmap is grounded in research, international standards, and comparative institutional insights.
This engagement reflects the Institute’s commitment to research-based policy work, international cooperation, and capacity building in countries preparing for complex regulatory assessments.
Looking Ahead
As Bhutan’s 2027 evaluation approaches, the strengthened cooperation will support national authorities across the AML/CFT system, from regulatory frameworks to sector-level risk understanding. Anchoring the dialogue at the leadership level also helps ensure institutional ownership and alignment with Bhutan’s national priorities.
